About the Course

The ICC serves as proof of a sailor’s proficiency when foreign authorities request it, ensuring that individuals from outside their country (i.e., non-citizens or non-residents) meet the competence standards needed to operate a pleasure craft. Essentially, it is one government’s confirmation to another that the certificate holder possesses the necessary skills, even though they lack the host country’s own certification.

1. Preparation

You will be assessed on your ability to prepare the vessel and crew for departure. This includes giving a clear safety briefing, demonstrating the correct use of safety equipment, checking the weather forecast, conducting pre-start engine checks, using a kill cord (if fitted), starting the engine, confirming cooling water flow, and stating the vessel’s fuel range.

2. Departing from a Pontoon

You will need to demonstrate safe and controlled departure using spring lines, correct fender placement, and effective crew communication to manoeuvre away from a lee wall or pontoon.

3. 360˚ Turn in Confined Space

You will perform a full 360˚ turn in a limited area, showing precise throttle and helm control while maintaining awareness of your surroundings.

4. Mooring to a Buoy and Anchoring

You’ll be assessed on your ability to communicate with crew, anchor the vessel effectively, check holding, and recover and stow the anchor properly. You must also approach and secure the boat to a mooring buoy with appropriate control, positioning, and safe departure.

5. Man Overboard Recovery

You will demonstrate the correct procedure for recovering a man overboard, including maintaining visual contact, making a controlled approach at the correct angle and speed, and making effective contact with the casualty.

6. Handling Under Sail

You’ll be required to sail a triangular course with at least one windward leg, select appropriate sail configurations for the conditions, show wind awareness, trim sails correctly, and execute safe and controlled tacks and gybes with appropriate crew warnings.

7. Coming Alongside a Windward Pontoon

Assessment includes approaching a windward pontoon with awareness of other water users, preparing fenders and warps, selecting the right angle and speed, and securing the boat appropriately while stopping the engine at the correct moment.

8. Regulations

You’ll be tested on your understanding of maintaining a proper lookout, determining safe speed, identifying collision situations and give-way vessels, taking correct action as give-way or stand-on vessel, rules in narrow channels, sound signals, and distress signals.

9. Safety

You will be assessed on your ability to use and instruct others in the use of lifejackets, distress alerting devices (e.g. DSC VHF, EPIRB, flares), fire extinguishers, and the kill cord. You’ll also need to prepare the boat responsibly before departure, including engine checks, fuel planning, weather checks, and ensuring the boat is not overloaded.

10. Planning and Weather Interpretation

You’ll be assessed on your ability to source and interpret weather forecasts and apply them to simple passage plans, taking tidal and non-tidal conditions into account.

11. Collision Regulations (IRPCS)

This includes demonstrating knowledge of Traffic Separation Schemes, navigation lights and shapes, recognition of various vessels by their lights, required sound signals, and general collision avoidance rules (excluding annexes).

12. Coastal Navigation

You’ll need to interpret charts accurately, understand charted depths and hazards, source local regulation information, plan harbour entry and exit, fix positions using at least two methods, and demonstrate an understanding of VTS and port radio procedures.

13. Distress Signalling

Assessment will include knowledge of various distress signalling methods, including those covered under Annex IV of the IRPCS, and knowing how and when to deploy them effectively in an emergency.

Course Description

If you’re planning to skipper a boat overseas, obtaining the RYA International Certificate of Competence (ICC) is essential. At Sailcorp, we conduct the official ICC test in Sydney, helping you earn the internationally recognised qualification needed to operate vessels in many parts of the world, including Europe and the Mediterranean.

Completing the ICC test in Sydney proves your boating competence to charter companies and maritime authorities. Often referred to as an international boat licence, the ICC is accepted in over 40 countries and is especially important if you plan to charter yachts abroad.

The ICC test in Sydney includes both practical and theory components. You’ll be assessed on your ability to safely handle a boat—under power or sail—as well as your understanding of navigation, safety equipment, buoyage, and collision regulations. Tasks may include man overboard recovery, basic chartwork, and close-quarters manoeuvring.

It’s important to note that the ICC test in Sydney is an assessment, not a training session. You should have prior experience handling vessels. If you feel you need a refresher, Sailcorp can assist with preparation options, such as private coaching or the RYA Day Skipper course.

The test usually takes between 3 to 6 hours depending on your skill level and whether you’re testing under sail, power, or both. A separate CEVNI test is required if you plan to operate in European inland waterways.

To be eligible for the ICC test in Sydney, you must be at least 16 years of age. Once passed, you’ll receive the RYA ICC certificate, valid for five years and recognised worldwide.
